A tattoo artist in Virginia Beach, Mark also specializes in illustrations for cards, posters, book and magazine covers, and promotional products in a wide variety of genres. His mural, Slappin’ the Base, was one of the first in the NEON District.

When parking meter heads were removed in the NEON District (free parking!) the empty poles became a creative canvas for The Governor’s School for the Arts visual arts student. Artist Elliott Addesso worked with students of Norfolk’s Emerging Leaders program to paint a large mural at the south entrance to NEON that features various text and symbols celebrating Norfolk. Painted on large boards and attached to the wall, the project was removed in 2022 due to the wood’s condition.
