Call for Artists Fall 2024

The NEON District is seeking an artist or artist team to complete a dynamic, large-scale mural before this year’s NEON Festival, on October 17 and 18, 2024. Adjacent to the 2016 mural 757 Energy & Vibe by Jerrod Ray on WTKR property in the NEON District, the project offers the opportunity to collaborate with both the property owner, local television studio WTKR, and PRA Group, the presenting sponsor.

All artwork styles and disciplines will be accepted. As determined by the US Copyright Office, we cannot legally use artwork that has no creator such as images created solely by generative AI. If using internet images or the work of other artists, you must have permission from the original artist. If you have used AI or pulled images from the web in any way, please explain in the description box under the title of your piece. You may be questioned specifically about how the work has been altered or adapted.

LOCATION

The wall is located at 727 Boush Street, in the WTKR parking lot across from the station. For exact location and images click here.

SCOPE OF WORK
  • $4,000 for design, time, materials and travel expenses.
  • 14’ height x 52’ length; 728 square feet
  • The entire face of the garage and doors can be painted.
  • Artist will need to work closely with WTKR to schedule the work so the parking lot can still be accessed.
  • Lights and signage will remain.
  • Project must be completed by October 14, 2024
  • Artist(s) can propose up to 3 designs
  • The mural project is in partnership with a NEON District property owner so all designs will be subject to review. Selected design may include moderate revisions. While the Committee will make recommendations final approval will be given by the property owner.
TIMELINE
  • Open call goes live on Friday, August 30, 2024
  • Open call closes Wednesday, September 18 at 11:59pm
  • Artist will be announced in September 2024
  • Mural must be completed by October 14, 2024

There is no fee to apply. Artists must provide the following in the application:
  • Basic contact information
  • Brief description of the work
  • Drawing or rendering of proposed work

Please note that if you submit an application as a team, there will be one stipend and a lead artist must be identified. If selected for a project, you will be required to provide the Downtown Norfolk Council a W9 tax identification form and an artist grant application.
